    A blocked or unreadable page is never treated as negative evidence.

Last full Maryland source audit, 23 July 2026: 4,788 worksheet rows read and 4,756 provider rows accepted across the 23 lists. Rows without an official service ID get a deterministic fallback so repeated imports do not duplicate them, and original issue dates are not published, so none are invented.
